  A.   Mr. Chairman, Ernest Burgess, called the regular session of the   

        Rutherford County Board of Commissioners to order at 6:00 p.m. on   

        Thursday, November 15, 2007, in the Courtroom of the Rutherford  

        County Courthouse in Murfreesboro, Tennessee.

 

B.     Pastor Steffron James led the Invocation.

 

C.     Commissioner Rick Hall led the pledge to our flag.

                                               

D.     Twenty-One (21) commissioners of the Rutherford County Board of Commissioners were present for the opening of the Legislative Meeting. 

 

E.     The October 11, 2007, Legislative Meeting Minutes were adopted.

 

F.      PUBLIC COMMENTS

 

A.  Donald Todd, 633 Buck Lane, is concerned over surplus balances.

 

B.  Crystal Mallory, of the Blackman community, objects to the potential for a planned “Theme Park” to be built near her home.

 

G.     A Resolution of Appreciation of John R. Davis, retired Executive Director of the county’s Planning Commission, was adopted.

 

H.     The Resolution of Recognition of Mary Schneider, recipient of the “Christy Vernon Spirit Award,” was presented.

 

 

      I.    ELECTIONS & CONFIRMATIONS

 

1.  The Notary Public-at-Large Applications were approved as presented.

 

2.  Marilyn Manning will fill the vacancy on the Linebaugh Library Board.

 

3.     Matthew Young will fill the alternate vacancy on the Beer Board.

 

4.  Misty Waddell was appointed as Judicial Commissioner.

    

5.    Four vacancies on the Agricultural Advisory Board were announced.

 

6.    There are two vacancies on the Correction Work Center Board.

 

7.    William Waite was named to the Consolidated Utility District Board.

 

8.    Sonya Stephenson confirmed as County Human Resource Director.

 

 

    J.    UNFINISHED BUSINESS

K.     PUBLIC HEARINGS – 6:30 P.M.

 

1.  The Conditional Use Permit Request A-834, of 3624 Lascassas Pike, owned by David Starkey, was amended and unanimously approved.                            

 

   L.    REPORTS BY STANDING COMMITTEES

 

                 

          1.    “PURCHASING COMMITTEE REPORT”

 

                 A.    The Monthly Report was approved.

 

 

              2.   BUDGET, FINANCE & INVESTMENT COMMITTEE

 

A.      General Fund Budget Amendments were approved as 

         Presented for the following:

 

                                                                                       1.      Sheriff’s Department

 

B. A resolution authorizing additional funding for the Rehabilitation    Center was approved              

 

C.   A resolution to authorize acceptance of a grant from the Christy Houston Foundation for Ambulance Service and related Budget Amendments was approved.

           

D.    A resolution authorizing a Grant Application from the Tennessee

 Department of Health to promote a smoke-free environment was approved.

E.    A resolution authorizing a “Cost Sharing Agreement for planning assistance with the U.S. Army Corps of Engineers was approved.

                                

F.    A resolution authorizing the acquisition of right-of way easements of Halls Hill Pike for property owned by two (2) county employees.

G.   General Debt Service Fund Budget Amendments (3) approved.

 

 

              3.      HEALTH & EDUCATION COMMITTEE

 

A.       Director of Schools, Harry Gill, reported “Schools Report Card.”

 

 

              4.      PROPERTY MANAGEMENT COMMITTEE

 

A.        A resolution to approve the Release and Covenant Not to sue from the City of Murfreesboro for Siegel Middle and Riverdale and authorize the County Mayor and other required officials to sign the same was adopted.

 

 

              5.      PUBLIC SAFETY COMMITTEE

 

                   A.  No Report

 

               6.      PUBLIC WORKS & PLANNING COMMITTEE

 

A.   A resolution for a retention area for Greenwood Village was approved. 

 

     B.   A resolution to change the speed limit on Melstone Court was approved.

 

 

      7.    STEERING, LEGISLATIVE & GOVERNMENTAL COMMITTEE

 

A.   No Report.

                        

           8.    ANY OTHER BUSINESS

 

A.        Commissioner Sparks recognized and thanked Jim Cope.

 

There being no further business, Mr. Chairman, Ernest Burgess, adjourned the Rutherford County Board of Commissioners Legislative Meeting.  Time of adjournment was 7:20 pm.
